LooseStringFilter
Accepts either a quoted string ("available") or an unquoted enum-shaped literal (AVAILABLE). Coerces both to a plain string. Intended for filter arguments that accept customer-defined status values while remaining backward-compatible with clients that emit unquoted enum-shaped literals.
